British Bill of Rights for The Person. [Constitutional]

Britain is a Monarchy and all British people are referred to as subjects of the Monarchy. For the purposes of modernisation with the creation of The Constitution of Great Britain {which this Bill of Rights is included} the term Citizen shall be considered the same {equal to} and either or both {Citizen Subject} shall be accepted as the term covered by this bill of rights.
This British bill of rights of the person {human} recognises all people of being of equal rights.
The peoples of Great Britain and the peoples of the United Nations have in this Bill reaffirmed the basic fundamental & essential {British human rights} human rights, contained in the U.N Charter, to the dignity and worth of the human person being equal in rights.
This bill supports the intention of teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and to promote the development of respectful, friendly and peaceful relations between all people and the nations. This Bill is protected by the rule of law of Great Britain.
British Subject / Citizens are given priority preference over Non-Subject / Citizens.
This Bill recognises the difference between Rights and Civil Privileges.
Article 1.
All human beings are born free and equal in dignity and rights.
Article 2
Everyone has the right to life, liberty and security of person [which includes the right
(a) not to be deprived of freedom arbitrarily or without just cause;
(b) not to be detained without trial;
(c) to be free from all forms of violence from either public or private sources,
(d) not to be tortured in any way; including using a psychological method and
(e) not to be treated or punished in a cruel, inhuman or degrading way.
Article 3
Everyone has the right to freedom of thought, conscience and religion.
This right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in ‘public’ or private, to manifest his religion or belief in teaching, practice, worship and observance. (a) in public not to preach, instruct, induct or convert to people who have not or do not wish to be involved. (b) not to invade the public privacy of others, in reasonable judgement.
The freedom of conscience to consider wright from wrong and what is moral and immoral.

Article 4
Everyone has the right to freedom of opinion and expression. [This does not include directed hostile or agressive views, that is abucive - Abuce.]
This right includes freedom to hold, share and project opinions and expression without interference and to seek, receive and impart information and ideas through speech or any media, regardless of frontiers.
a) This Article shall not prevent States from requiring the licensing of broadcasting, television or cinema enterprises. (b) The exercise of these freedoms, since it carries with it duties and responsibilities, may be subject to such formalities, conditions, restrictions or penalties, as are prescribed by law and are necessary in the interests of public safety, to protect people from abuse, verbal, emotional or psychological, or for maintaining national security.
Article 5
Everyone has the right to basic national education.
(a) Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory unto the age of 16. (b) Higher, Technical and other professional education shall be made generally available and be equally accessible to all on the basis of merit and aptitude. (c) Education shall be directed to the full development of the human character and personality under a constant philosophy’ of self-improvement, including emotional quality and conduct and towards the strengthening of respect for human rights and fundamental freedoms. It shall promote respect, understanding, tolerance and friendship among all nations, racial and religious groups towards peaceful relations.
Article 5b
Every student must complete [been obseved & assessed] the primary & secondary education modules [complete] failure to complete and be assessed will result in their National insurance card/number marked 'suspended'. This will result in a removal of working right, the right to free NHS & all benefits - Until completed & assessed.
Article 6
Everyone has the right to national after school activities. Cub’s, Scout’s, Girl guides, Cadets, Duke of Edenborough junior environmental award scheme. Duke of Edenborough awards scheme. Subsidised to the age of 16.
Article 7
Everyone has a right in Great Britain to have an aptitude and careers assessment in their last year of school or at age 16 years for (a) guidance or (b) induction into a productive remunerating direction.
Article 8
Everyone has a right to experience basic army or and navy basic training and (a) military assessment for ability for military use or (b) a civilian profession with military reserve capacity.
Article 9
Everyone has the right to equal access to public service in Great Britain.
Article 10
Everyone has the right to a standard of living [and knowledge] adequate for the health and well-being of himself and of his family, including food, clothing, housing, financial responsibility and management and medical care and statutory social services, (a) and the right {based on need} to social security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control. (b) Motherhood and all children are entitled to special assistance.
Article 11
Every Resident is entitled to equal access of the National Health Service [NHS] for medical reasons, equally.
11a
The NHS is free [at the point of Referral] for British Subject / Citizens.
Article 12
Everyone has the right to work, to free choice of employment, to just and favourable conditions of work and protection against wrongful unemployment. (a) Everyone, without any discrimination, has the right to equal pay for equal work. (b) Everyone who works has the right to just and fair favourable remuneration ensuring for himself and his family an existence worthy of human dignity, fair and equal pay for work and equal right to supplements, if necessary, by means of social protection. (c) Everyone has the right to form and to join trade unions for the protection of his interests.
Article 13
Reprimand: {Professional, Societal, Familial} It is not illegal or imoral or unethical to be frank, critical, rude, offensive in re-teaching or reprimand, in the face of repeated, ignorance, fault, imcompetance or repeated neglect, to that which could be described as abuse, in so doing shocking to attention, as a last chance of learning, for safety or to achieve minimimum standards of prefessional employee work agreement.
For improving learning - [against mental ‘laxety’ un-application, attention span dissinterest, spiteful neglect, ignorant neglect, lazy neglect or cronic incompetance despite training] - is permissible.
Artical 14
Everyone has the right to rest and leisure, including reasonable limitation of working hours and annual and periodic holidays
with pay.
Article 15
Everyone has the right to make money. (a) legally acquired profit is not to be discriminated against. (b) Taxation must be proportional and not to discriminate against or dissuade from making profit.
Article 16
Everyone has the right to the protection of the moral and material interests and the right to benefit from any resulting scientific, practical, intellectual, literary or artistic production of profit which he is the author or part author.
Article 17
Everyone has the right to own property [and enjoy Private Protection of use under the Law*] alone as well as in association with others.
(a) No one shall be arbitrarily deprived of his property. (b) No one shall be forced* to bear Trespass, Harassment or be exposed to Threat* on or within the boundary of their Property. (c) Every person has the right to defend Themselves, Their Property & Their Family from Action or Threat of Intrusion, Damage, Violence & Abuse & Demand Exit or Use Force* under the Law. (d) Every person is entitled to the legal enjoyment of his possessions. (e) No one shall be deprived of his possessions (d) except in the clear risk to public safety and subject to the conditions provided for by law or by the directives of international law.
Article 18
Everyone has the right freely to participate in the cultural life of the community, sport, leisure, music, cuisine, cultural sharing of and to enjoy the arts of humanity.
Article 19
Everyone has the right to freedom of peaceful assembly [In a Legal location*] and association.
(a) No one may be compelled to belong to an association.
Article 20
Everyone has the right to a nationality.
(a) No one shall be arbitrarily deprived of his nationality nor denied the right to change his nationality. (b) Nationality can only be deprived by use of statutory instrument under the constitution. (c) nationality can be determined by the state in general location of origin in terms of ancestry by genetic foot printing to establish a link to a person’s land of origin.
Article 21
Everyone has the right to freedom of movement within the borders of this Nation State.
(a) Everyone has the right to leave any country, including his own, and to return to his country. (b) Subject to legal conduct and statutory exclusions.
Article 22
Everyone has the right to seek and to enjoy in this country and other countries asylum from persecution.
(a) This right may not apply in the case of prosecutions genuinely arising from non-political crimes, or by displacement by circumstance or from acts contrary to the laws, purposes and principles of Great Britain.
Article 23
It is the law for all residents of Britain to be able to speak adequate functional English to regulation test passible standard [Vocal 1]
Residents have a futher legal responsibility to achieve a regulated passible level of reading and writing. [Writen 1] This obligation is subject to a teaching & administration cost charge. This certification will be added to the id card. For adults that have missed primary or secondary education, Residents will be required to complete and pass Primary education modules 1 - 8. Learning will be provided [legal obligation or possible deprtation] in mother tongue & text to completion and then repeated in English. Pass not essentisal. This opportunity and service is free for all residents.
Artical 24
Anyone can apply to this nation state for access, immigration or migration, for residency, temporary or permanent, for the purposes of education, business, work or for life
(a) subject to assessments and enquiry (b) honest intent and proofs of history (c) criminal (d) professional and {e} health.
Article 25
Everyone has the right to respect for his private and family life, his home and his correspondence.
Article 26
Every Resident must apply for a national identification {id} card.
Every Resident must carry their id card and present it upon request to the police, other national officials for identification [DVLA card adequate] and to access services. The id card will be based on the NI Number. All services will align their records & systems to recognise NI Numbers for identification. NI Number will be added to DVLA cards.
Artical 27
Men and women of full age, {under the law women from age 30 & men from age 40} without any limitation due to race, nationality or religion, have the right to marry and to make a family.
They are entitled to equal rights as to marriage, during marriage and at its dissolution {unless prior agreed} (a) Marriage shall only be entered into with the free and full consent of the intending spouses, under the law.
Article 27.1
Women have the right to an abortion [to abort a pregnancy] up to the 14th week of pregnancy.
No more than 1 abotion per year per person will be free on the NHS. [Abortions can be carried out for serious medical reasons or threat to life of the woman after 14 weeks.] [Listed in the NHS Constitution]
Article 27.2
Children have the National given right to have both both parents invest adequate time and energy in their safe, healthy and happy up-brining -
failure of a marriage [where the state must intervene to maintain the productive healthy future of the children] - will result in a financial requirement by the absent parent [or national service by a delinquent absent parent.]
Women that become pregnant and goive birth below the age of 30 will have equal right to state benefits [under the law] Subject to the parenting [law] and [state collaboration] for an absent parent.
Article 28
No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor from attacks upon his reputation.
(a) Everyone has the right to the protection of the law against such interference or attacks.
Article 29
All civil privilages will be suspended for convicted Prisoners.
Convicted prisoners have the right to 'British Humane Treatment'
Convicted prisoners have the right [where possiible & appropriate] to reformatory process [according to agreed & acepted guidlines] to include [where not completed or not assessed] the compulsory British primary and secondary educational modules.
All prisoners [where possiible & appropriate] will leave prison with a Trade [NVQ]
Article 29a
Foreign* prisoners and citizens of recognised threat [*Where all 4 grandparents were not born in the UK a single foriegn grand parent is enough to cancell citizenship and deport to a land of origin - for a new start opportunity] prisoners have no right to remain in the UK after end of sentence. And can have Awarded Citizzenship cancelled. And should be Deportated on day of release while remaining in custody. [Biometrics of face recognition, digital palm/finger scans and DNA must be taken - to coincide with matchiing border control fascility]
Article 29b
No death penalty or any such penalty that results in the execution of a person, in civil matters.
This bill recognises that killing, murder or death by planning upon another is wrong and forbidden and restricted by law. This includes the action of the person and actions of the State, equally.
Exemptions:
(a) Death or deadly force in military matters is excempt
(b) Acts of terrorism or actions on civil population.
Violence (c) that results in death or injury From The Right to Self-Defence Is only lawful in defence of the self from any person from unlawful violence, active violent intent, invasion of property, continued active violent intent or continuing violence. Such defence must be proportional {free from inferior gauge of assessment assumption} for survival against demonstrated probable killing intent. Must avoid unnecessary additional violence or to prevent escape. If death occurs, no charge of excessive violence will be made, if violence or continued physical intent was ongoing. For invasion of property without active violence or violent intent [as with protest trespass] Landowner can demand immediate exit from property boundary. If refusal verbally or by action - Land owner may use Force {Rural with gun licience} can use Birdshot or [If Armed~] Overwhelming firepower with or without police presence. [~ Refers to Swards, Bows & Guns or Explosive / Caustic / Toxic Projectiles] The Constitution and the Law and its deputies Will Not expect death of a victim in preference to fighting back.
The State {The Police} in the event, in order to effect a lawful arrest or to arrest a crime in action, appropriate and adequate force will be used to prevent the escape of a person lawfully detained. in actions lawfully taken for the purpose of quelling a riot or violent insurrection, is lawful and the action of the state.
The state {The British Military} under the order of the State through official command channels the army, navy and air force can be deployed for action in Great Britain or internationally or in space to protect and serve British interests open ended and without limits, subject to the British State taking responsibility for and answering in any court of law set up in an attempt to justify or prevent war and the limit the intent and ability to kill by the individual or the state. Or to modify a States reasoning for using force against the people of its land or invaders.
Article 30
Everyone has the right to determin ones own death.
(a) If choosing, by an official capacity, authority, assessment to avoid possible coercions, confusion or temporary depression.
(b) Everyone has a right to [have] ones body disposed of in any legal recognised way [apart from the burial of a preserved body in attempted perpetuity of [under] ground space]
Article 31
Freedom of assembly and association. Everyone has the right to freedom of peaceful assembly and to freedom of association with others, including the right to form and to join trade unions for the protection of his interests.
Article 32
Right to free elections. The government abiding by the constitution and organisations associated undertake to hold free elections at appropriate intervals by secret ballot, under conditions which will ensure the free expression of the opinion of the people in the choice of the government and legislature.
(a) Every citizen/subject over the age of 18 has the right to vote.
(b) Prisoners do not have the right to vote.
Article 33
No one shall be held in slavery or forced servitude. Slavery and the slave trade shall be prohibited in all their forms.
Article 34
No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.
Article 35
Everyone has the right to recognition everywhere, as a person before the law.
Article 36
Everyone is equal before the law and are entitled without any discrimination to equal protection of the law. Everyone is entitled to equal protection against any discrimination in violation of this declaration.
Article 37
Everyone has the right to an effective remedy by the competent national tribunals [free for cases or merit] for acts violating the fundamental rights granted him by the constitution, this bill or the law.
Article 38
No one shall be subjected to arbitrary arrest, detention or exile.
Article 39
Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him.
Article 40
Everyone charged with a penal offence has the right to be presumed innocent until proved guilty, according to law, in a public trial, at which he has had all the guarantees necessary for his defence.
(a) No one shall be held guilty of any penal offence on account of any act or omission which did not constitute a penal offence, under national, at the time when it was committed. (b) Nor shall a heavier penalty be imposed than the one that was applicable at the time the penal offence was committed. (c) Pisoners do not have the right to vote.
Article 40a
Every prisoner has the right to rehabilitation [when possible] during and after serving a prison sentence to prevent reocurrence and to give choices by education, training, opprtunity and reward for good choices and good edevour.
Article 40b
Violent prisoners must be seperated from non-violent prisoners.
[1] Habitual [cronic, neglect and negative early learning / conditioning] will be adressed with [standard uniform medicinal procedure] medicines to cease agressive attitudes and conduct [eg. Haloperidol] and medicine to reduce the longterm psychological repetician of agressive attitudes and conduct [eg. Finastricide]
[2] Including the consideration that the behaviour is / has been [mostly] reactive to envioroment [over generations of aquired repetician to developed gene lines - and therefore inherrited traits] cronic habitual violence and agression is considered a cultural societal dissfunction that can be rehabilitated, in most.
[3] Violent Prisoners with Learning difficulties, brain injuries, psychopathic conditions, sociopathic conditions and the criminally violent insane will be subject to the [standard medications] in addition to any other prescribed medicines [with a priority - in the event of medicinal contradiction of - non voilence and lowered agression, forefront.]
Article 41
Every citizen/subject [under the law] has the right to take part in the government of this country, through freely chosen representatives or by directly seeking election.
The will of the people shall be the basis of the authority of government. This will shall be expressed in periodic and genuine processes and elections which shall be organised by the sworn neutral, honest agents of the state, by fair methods and shall be held by secret vote or by equivalent free safe voting procedures.
Article 42
Any British subject/citizen [qualified] is entitled to be elected under the system of The 'Independent Leader Nominations & Right' right.
Article 43
Everyone [including non-citizens] is entitled to the rights and freedoms set forth in this Declaration, without discrimination of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status to the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of governing or sovereignty.
Article 43a
Non citizes [including awarded citizens - foriegn*] where identified and confirmed* as a threat to the safety of persons or the [*British state] can be deported imedietly to land of identifiable origin/s.
Article 44
Any Subject Citizen [made a subject / citizen or whose parents were made a subject / citizen] can have their citizenship cancelled and revoked – if they commit a crime or are [confirmed by a court order] as a High Threat to the Nation of Great Britain, its people or property.
Article 44
Any Non-Subject / Citizen can be deported to their Land of origin or neighbouring land of choice or access.
Article 46
(a) All of the rights contained in this bill of rights do not automatcally apply to convicted criminals. Awareness is when it is a subject for growth and development throughout life and for our species, into evolution and beyond.
Sentience
Human Sentience is [1] The perspective of the individual that recognises the interconnectivity of life, in time on earth and that the individual is part of the collective that is the one human conscious existence.
